VATEA Status

Displaced Homemaker

Per Department of Education, Federal Register, Vol. 57, No. 158, August 14, 1992, Rules and Regulations, Page 36727, Displaced Homemaker means an individual who-

  1. Is an adult;

  2. Has worked as an adult primarily without remuneration to care for home and family, and for that reason has diminished marketable skills;

  3. and

    1. Has been dependent on public assistance or on the income of a relative but is no longer supported by that income;

    2. Is a parent whose youngest dependent child will become ineligible to receive assistance under part A of Title IV of the Social Security Act (42 U.S.C.601), Aid to Families with Dependent Children, within two years of the parent's application for assistance under VATEA;

    3. Is unemployed or underemployed and is experiencing difficulty is obtaining any employment or suitable employment as appropriate; or

    4. Is described in items (1) and (2) of this definition and is a criminal offender.

Single Parent

Per Department of Education, Federal Register, Vol. 57, No. 158, August 14, 1992, Rules and Regulations, Page 36729, Single Parent means an individual who-

  1. Is unmarried or legally separated from a spouse;

  2. And

    1. Has a minor child or children for which the parent has either custody or joint custody; or

    2. Is pregnant.
