    Students are introduced to the principles, techniques and methods for the efficient administration of child development programs. Topics include: budgeting, personnel leadership and management, health and safety, facility design and layout, and regulations including Title 5 of the California Education Code, Title 22 of the California Code of Regulations and California Health & Safety Code. Students are required to observe licensed or license-exempt programs in their community.

    1. Regulations and policies governing the operation of public and private early care and education
    2. The role and responsibilities of the director as administrator of an early care and education program
    3. Types of programs: proprietary programs, publicly funded programs, governing structures
    4. Ethical responsibilities of early childhood professionals
    5. Theories related to management
    6. Budget development fiscal management and funding sources in an early care and education program
    7. Developing and working with early care and education board
    8. Program philosophy and integration throughout all aspects of program design
    9. Organizational structure of an early care and education program
    10. Recruiting, interviewing, and hiring
    11. Program assessment as a cyclical process and inclusion of staff and families in the process
    12. Stages of professional development and the Director’s role in coaching, mentoring, and managing
    13. Aspects of designing a developmentally appropriate, early care and education facility
    14. Meeting the needs of children, staff and parents through facility design
    15. Incorporating licensing guidelines and requirements when designing a new space
    16. Strategies for following regulations and providing a cost efficient, nutritious food service

    • Analysis of observations and interviews of program administrators. For example, job-shadow an administrator of an early care program and analyze the key components of managing and supervising the program.
